Red tape scraps carnival floats

Thursday 30th April 2009, 11:30AM BST.

wd3289924float-file-picA traditional parade of motorised floats that has been at the centre of Wombourne Carnival for decades has been scrapped due to health and safety red tape, it was revealed today.

Lines of articulated lorries festooned with colourful decorations and schoolchildren wearing fancy dress annually parade through the streets as part of the celebration, which has been running in the village since 1977. But organisers today told how the motorised floats have been axed for this year due to problems with drivers’ insurance and hours.

A “walking parade” will now take place instead.

A message on Wombourne Carnival’s website today reads: “In light of increasing legislation the carnival committee are now only allowing non-motorised transport for floats.

“Walking floats, push bikes, skates, hand-drawn trolleys are all acceptable and we hope that you can think of other suitable alternatives.”

Paul Edwards, carnival committee chairman, today said health and safety had become more of an issue.

“Also drivers are monitored for the amount of hours they work, so some could be stopped from taking part in the parade, even if they offer their time voluntarily,” he continued.

“It is very sad because the floats are popular but there were increasing problems with the lorry drivers’ hours and insurance.

“Two schools had to cancel last year because the lorry drivers pulled out at the last minute so the schools are actually really positive about this year’s parade.

“The parade will still take the same route through the village.”

The carnival, which will feature dozens of stalls and live music, has made a name for itself as one of the most popular events on the village’s calendar and each year attracts hundreds of visitors.

This year’s event takes place on July 5 and will have a time travel theme.

Carnival organisers are on the lookout for more volunteers to come forward to help with the preparations. Anyone interested should call Mr Edwards on 07880 721043.

H&S Legislation was never meant for things like this.
It was put in place to protect employees from unscrupulous employers.
But like everything else in YOUR country it has been taken to its extreme by the PC brigade.
Councils that are frightened of their own shadows.
In Spain they have regular fiestas with loads more floats than you have over there.
And belive it or not they (the Spanish) are covered by the SAME legislation but they don’t have the looney brigade over here.
The Spanish still believe in common sense, something that is sadly lacking in Wombourn.
Oh well, I shouldn’t be suprised should I.
H&S has provided a lot of employment in the UK, the only country in Europe with a H&S Executive and we are paying for it.
