Walking the dog spoiled by litter

Having been a regular dog walker for more than 20 years, the increasing litter problems in Wednesbury have become apparent.
The area that I am mainly complaining about is Hydes Road, running past Wodenborough High School, and the access path leading up to the canal. The dumping of black bags of rubbish and a huge build-up of plastic bottles, empty drink cans and crisp packets is making the whole area a total eyesore.
The pupils at Wodenborough do a regular clean-up of rubbish in the local park but it seems the council completely ignores all the rubbish lying in the shrubbery and along the fence, also the small brook that feeds the River Tame which is full of old bollards and bits of cars. The access path to the canal is a haunt for local youths who are drinking, but the rubbish lying there has been building up for several years.
Broken glass bottles have caused badly cut paws for my dog on several occasions.
We have excellent wildlife along the canal and the local pool, so could we have some kind of improvement to the area so that taking the dog for a walk again becomes a pleasurable experience?
