First look at tower in £75m scheme

This is the first image of the six-storey tower block to be constructed alongside the West Bromwich Expressway as part of a £75 million flagship office development in the town.
The towering 141,000 sq ft building will be constructed as part of the new All Saints development, at the junction of the A41 Expressway and Cronehills Linkway.
An application for outline permission was lodged with Sandwell Council last month and a detailed application has now been put in to the planning department.
The building has already been pre-let to BT and Liberata, and will transform the town centre’s skyline, creating 450 new jobs.
BT and Liberata provide back office services including information technology, human resources, procurement and finance for Sandwell Council. Birmingham-based developer Stoford has now applied for detailed planning permission to create the building, which will include a central atrium that will look out on to a new fully landscaped public square.
Stoford has teamed up with local urban regeneration company Regenco, Sandwell Metropolitan Borough Council and Advantage West Midlands in submitting the application.
The entire brownfield-site scheme is awaiting the outcome of the outline application, expected in early 2009. Stoford has also applied to build a new spine road through the All Saints scheme from east to west to provide access to the building. The build will be the first major new office development in West Bromwich since the 1970s and it is hoped the All Saints centre could be open by 2010.
Steve Smith from BT and chief executive officer for Transform Sandwell said: “The building will be our regional business centre and is an important part of our transformation programme working with Liberata and Sandwell Council.
“The design of the building will substantially improve the working environment for all our staff delivering services to the council and its citizens, as well as being a welcome asset to the centre of West Bromwich.”
Jon Andrews, Stoford director, said: “This landmark development is just the start of a mighty ongoing office building programme to regenerate West Bromwich as a prime business location.”
