Revamp plans to be unveiled for area

Proposals detailing a complete image overhaul for a rundown Halesowen neighbourhood will be unveiled on Thursday.

Plans to revamp Shell Corner, which is situated close to the Sandwell border at Blackheath, were announced in June as part of a wider Dudley Council regeneration scheme.

The decision was sparked by a council report that admitted the area had fallen into severe decline with an increasing number of shops sitting empty and buildings being left to fall into a run down state of repair.

But now the neighbourhood is expected to undergo a complete make-over as part of the Shell Corner Local Centre Regeneration Strategy. A public consultation period into regeneration proposals for the area ended in July and the final plans are expected to go before the council’s cabinet for approval in November.

In the meantime, the proposed grand plan will be unveiled on Thursday night at a meeting of the Halesowen Area Committee.

Council spokesman Phil Parker said: “A presentation will be made to Halesowen Area Committee on Thursday in relation to the proposals for Shell Corner. We anticipate it will then go before cabinet in November.” The regeneration scheme is expected to introduce improvements such as affordable housing and an increased number of shops.

There are also plans to introduce cycle paths and parking areas for bikes, improve pedestrian access to the shopping area and increased parking provision.

The council’s research when compiling the report on Shell Corner revealed a number of key problems in the area – including residents not feeling safe in the neighbourhood after dark and a lack of parking for people wanting to use the shops.

Lack of parking is one of the key factors being blamed for the decline in visitors to the area and the neighbourhood’s position, close to the thriving shopping area of Blackheath, is also viewed as a disadvantage.

Regeneration will be particularly focused on the central area of Shell Corner and safety is believed to be a key part of the overhaul – with street lighting and highways also earmarked for improvement.

Funding for the ambitious project will be sought from a number of outside bodies.
