Red tape hits green firm

A ‘treasure trove’ recycling centre in Wolverhampton has effectively been closed down by the city council.
It was given just one day to comply with new licensing regulations that could cost around £40,000. Recyk is a charitable group which collects and restores old household objects.
It has unearthed a host of treasures over the past 16 years.
It collects re-useable items from tips in Shaw Road, Bushbury, and Anchor Lane, Coseley, and allows schools and community groups to take them to help raise funds.
It also repairs items, including electrical equipment, and sells them to bargain hunters complete with a guarantee.
Recyk’s recent finds at the tips include 40 dumped paintings, more than 2,000 vinyl records, an Open All Hours-style cash register, a collection of porcelain dolls, a rocking horse, a piano and a Singer sewing machine.
But this week, the company received a letter saying it must have Producer Compliance Scheme status, which came into force yesterday and tender for a council contract.
Purdip Gill, who has run Recyk in Wood Street, Fallings Park, for the past five years, and seven other staff are set to lose their jobs.
Mr Gill said: “We got a letter on Thursday telling us unless we obtained a licence we must stop collections by Friday. There is no way we could afford to do it. It would cost around £40,000.
“We will now have to close within the next few weeks.”
Council spokesman Tim Clark said: “The letter makes it clear that the council values the work they do and advises them of the steps they should take to meet the requirements.”

This is yet another case of the council’s heavy handed treatment of the ‘little guy’. We are being urged to recycle as much as possible but every time someone tries something different they fall foul of rules meant to control misuse by big business. The council should be thoroughly ashamed of themselves.

Recyk could have done themselves a favour by putting some additional signs up explaining just who they were, what they were doing and more details about what happend to items they collected. It sounds a worthy set up but all business have to been seen to be operating to standards. Somebody sensible needs to look at the standards required to ensure that in this case they are not so restrictive as to prevent a worthy operations like Recyk operating at all.

We are all being brainwashed into saving the planet and yes obviously it has to be a good thing for everyone to live in a nice clean environment, we have to look after the planet for our children’s sake.
The ice caps are melting that’s a real fact, the seas are beginning to rise that’s another real fact, our seasons as we knew them have all changed another real fact, another real fact is that we can only be blamed for so much.
The motorist is hammered for more money at every opportunity, higher fuel charges every week, paying higher road tax if you have a more polluting car, but I am not convinced there is a real will by government and local councils to want to do anything realistic to save the planet, and this article is a perfect example of my reason why.
We are told constantly to recycle anything we can, well here is a group of people doing just that and what happens? they get penalized for doing exactly what our Government and Councils are constantly telling us to do, recycle.
This group of people who are doing an excellent job get landed with the problem of having to pay a massive bill that they cant afford, this then puts them out of business, the council then has the problem of handling all these household items that then ends up going into landfill, errrrrrrrrrrrrr excuse me, have I missed something here? Why should someone who wants us to recycle more want to penalize people when they do, and put them out of business? Perhaps the real truth is that its not about saving the planet at all but more to do with milking the people for more money at every opportunity, and making them feel guilty about polluting the planet help the Councils to justify another tax on the residents.
Millions of years ago there is evidence that the seas were much higher, an instance of this was that the middle part of Australia was just a vast sea, this is proved by the fossils found there that can only be from a sea bed, so whatever we do wont change a thing as global warming is concerned, it will happen, what will make things better is if we reduce landfill and only responsible councils have the answer to that problem, stop telling lies and assist these people instead of fining them for recycling.

What I cannot understand for the life of me Jim [and I agree with what you have said] is how the Labour controlled council in Wolverhampton was returned in May 2007 as a stronger local political force.
I think the word ‘brainwashed’ is a salient point in your comments.

Unbelievable – yet again Wolverhampton Council prove what a bunch of unpublic spirited bureaucrats they really are. We should be encouraging enterprises like this – not effectively shutting them down. It makes me embarrassed to be a citizen of Wolverhampton.

Let’s get the blame right, shall we. This is probably less a case of an over-zealous council, and more a case of another misguided and meddlesome EU regulation strangling a successful British business.

The only country in the whole of the EU who follows the rules is England everybody else ignores them.
We have cpouncillors whose only interest is to make life as difficult as possible for its citizens.
What harm has this company done, would the council prefer all the charity goods you leave in the bags on your doorstep be put on the tip rather than let others make use of them.
We have a PM on a worldwide farewell trip using your money tell me any other Prime Minister who has done this in English history.
Bliar tells us WE must follow the EU rules but he and his greedy cronies are exempt. We don’t have to follow the EU rules you have a voice use it. :))

I wonder if we’re getting the whole story here? Surely the council should have given a ‘charitable organisation’ a more substantial grace period to comply with the regulations? Considering that Recyk’s operation is community and environmentally minded, and providing jobs, the one day’s notice ‘…or we’ll shut you down’ order seems a bit harsh, the mind boggles as to why somebody at the council couldn’t propose a a retrospective application, or made representations to provide a grant to pay for the licence. I thought politics was about doing good for the community but in this case it seems like its ruined Recyk’s day. The council should reconsider!

This is a message from the press office of Wolverhampton City Council. Unfortunately, the Express & Star’s article does not give the full picture. Please see our statement below which shows that we are complying with the law.
“The council has a longstanding relationship with Recyck and we recognise the very valuable work it does in reusing and recycling all manner of waste. The current situation has arisen from new legislation which we and all councils must comply with.
The Waste Electrical and Electronic Equipment (WEEE) regulations, which is an EU directive, comes into force on July 1. This is legislation which was agreed by the EU in 2003 and affects all local authorities and the waste management industry. It is unfortunate if Recyck do not feel they were properly informed about WEEE, it is a major piece of legislation which has been in the public domain for a number of years.
The aim of the legislation is to minimise the environmental and health impacts of this type of waste which includes everything from televisions to fridges. This new law means Wolverhampton City Council will enter into a contract with a producer compliance scheme (PCS) which will be responsible for the removal of electrical equipment from our two waste and recycling centres.
Recyck were written to by the council and given the opportunity to confirm whether or not they held PCS status and whether they intended to tender for the contract with us. They told us that they do not hold this status. In light of this, we have now informed the private firms bidding for the contract of our valued relationship with Recyck and recommended to them the excellent work they do. It is now up to the bidding firms to talk to Recyck and see if they can work together.”

You do not have to follow their regulations to the law or letter, this company is achieving a service that helps every one i know from my dealings with Cannock Council how they turn things round to suit themselves.
On seeing your council has invited other companies to talk to Recyck we now see the truth of the matter the council wants to get its grubby hands on any money this company makes. Why can’t you people tell the truth for once you as a press officer have given the Express and Star your story, they print it, loads of complaints, you change your story. Unbelievable. Communism is alive and well.

Tim Clark (Press officer – Wolverhampton City Council) did you ever hear the saying? “The law is an ass”, well it is, since when did EU directives ever come out with anything sensible, remember the straight banana fiasco, and all the other crazy ideas? You really think that other EU countries would take any notice of a directive like this? the only reason these rules are bought out is not to save the planet but to put money into the pockets of the EU politicians, it finds work for them to do silly, and Wolverhampton Council are daft enough to support these brainless morons, can I give you a little tip put this down on the bottom of the pile of things to investigate, knowing how slow these councils work it will be 20 years before it gets investigated.
