Fear over impounded horses

A Black Country mother whose horses were impounded by a bailiff fears she may have to stump up more than £1,000 to get her animals back.
Debbie Heaven, aged 42, from Withymoor, accepted the horses were temporarily left on council land but said they were well-looked after and popular with local residents.
The two animals had been tied up on grassland in Thornton Drive, backing on to Mrs Heaven’s son Chad’s home in Gayfield Avenue.
Mrs Heaven said: “They could have just knocked the door and asked us to move them and we would have done it.”

“Everyone who lives around here know whose horses they are and how well we look after them. It’s not like they had been left there day and night for ages, and we took them to Prestwood Horse Show on Sunday.
“We tied them up at around midnight and they were gone when we got back at eight the next morning, when we just found a notice and a claim form to send off to this company.
“It doesn’t have any contact numbers and no information about where the horses are.
“We have heard it costs more than £1,000 to get them back, which is way over the top, and we’ve also been told it could be weeks.
“If we could just speak to someone at least we would know what we have to do. My three-year-old granddaughter loves the horse and is really upset about it.
“The council have contracted this out, so they should at least know what the company actually does.”
Mrs Heaven also questioned Tory candidate Pat Martin’s motives in highlighting the issue as, she pointed out, the local elections are being held next week.
Council spokesman Phil Parker said: “This matter has been put in the hands of an outside contractor that operates for the police and the government on a national basis. They will manage this matter in its entirety.”
Council candidate Pat Martin insisted she was reacting to concerns from residents in her ward.
“Had this not been highlighted by residents then I wouldn’t have known about it,” she said. “If you came across a horse at night you’d get quite a shock. It’s totally irresponsible.”

If Mrs Heavens is such a horse lover, why did she just dump them on council land?
Surely any responsible horse owners treat their animal better than just leaving them unattended in public places to fend for themselves where they could possibly cause accidents.
This smacks of yet another feckless person blaming everyone but themselves for their own irresponsible behaviour and then playing the “Victim Card” when their actions are highlighted.

This mater has not been reasonable handled by the council. The council or its contractor should have send a warning first and wail taking the horses to lief a note stating sufficient contact details. It will need to be assessed in how far the law may have been breached by just taking the horses.

A few facts need to be put right here.
Firstly, Mrs Heaven doesnt live on Withymoor but in Quarry Bank, so why were the horses not kept on land at the back of her property instead of Withymoor?
Secondly, Houses back on to the houses of Gayfield Avenue, not grassland as stated.
Pat Martin has done a good job here and deserves credit for actually doing something rather than talking about it.

The horses were not dumped on council land they were resting as they are working horses and had been pulling a cart it wouldrt have been unfair to make the horse continue to pull a cart all the way back to their stables in hagley. Debbie Heaven.

the horses belong to mrs heaven who does not live in quarry bank and her son Chad Harrison who does live in withymore two minuites away from the field they where left on for a short time only. We were reasponsible as the horses were attended too every couple of hours by Chad and his partner.These horses are very loved and my belief is they would not hurt another liveing thing as my grand daughter who is only three rides them and handels them as an adult would many people that saw them there said they were a delight to come and see on an evening.I also believe that our horses were taken in an incorect way as the councils own web site states you should be given notice and it should be printed in the local newspaper

i feel very strongly on this matter as i have alot of experiance with horses and i belive that pat martin could of got in the paper another way a more respectable way if she is a consevative candidate the left wing of politics she would belive in freedom of living i know that many people would not vote for her after such a cold hearted stunt.

I sincerely hope that they are returned safe and well. However they were a nuisance left there for a week at one point which I don’t really consider a short resting time. In the hot weather the smell of the manure was unpleasant and while the animals may be friendly and docile they are not 100% predictable. Lots of children play in that area and could have startled the horses causing an accident. That land is not suitable for keeping horses they should have been properly stabled, and Pat Martin was only acting on the concerns of many of the local residents.

A comment made about this story but on a diiferent page states that Mrs Heaven owns the horses and another one states that C Harrison owns them. If you cant decide between yourselves who owns them then no wonder the impounding company cant act appropriately. I do hope though that these horses are not killed because of some obvious lack of care from all concerned.
