The England Under-21 international becomes manager Martin O'Neill's third January signing after Villa beat Premiership rivals West Ham to his signature.
The player, who is expected to make his debut against Newcastle on January 31, is the first big money signing under new owner Randy Lerner.
The 21-year-old has reportedly signed a four-and-a-half-year deal at Villa Park, with clauses meaning his price tag could end up reaching £9.65m.
