Homeowners in Dudley face £75 fines for putting their bins out too early, it has been revealed.
A range of new fixed penalties for environmental offences have been agreed by Dudley Council bosses – including on-the-spot fines for people found putting out rubbish before collection day.
Previously fixed penalties were only issued in the borough for littering and dog fouling.
But a whole raft of other offences can now be punished on the spot in a move which is expected to generate thousands of pounds for the council.
Dudley Council environment boss Councillor Karen Shakespeare approved the new fixed penalties, proposed by the environment select committee.
She said: “Extending the range of fixed penalties will generate additional income for the council.”
Under the changes people found dropping litter will get a fixed penalty of £75, the same amount as those reported to the council for putting waste out too early.
Dog fouling attracts a penalty of £50, while fly-tippers face a £75 fixed penalty.
The fines will not apply in the first instance for people under the age of 16, who will receive warning letters.
Fixed penalties will be introduced for repeat offenders, though they will be capped at £50. The fines will be rubberstamped by council chiefs on March 19.

Sounds like the council would prefer if everyone would respond like a robot and knowing they won’t they can’t wait for the extra income to start pouring in!!Too bad.The next thing you will only be aloud to leave for work in your car between the hours of 6 and 7 and mowing your lawn can only be done in the afternoon[if you have a gas fired mower then only between 1 and 2 in the afternoon]! By the way could someone explain to me what a fly-tipper is? Thankyou.

this is another way of bleeding us dry, as regards early bin collections,I suggest that if we have to get up early in the mornings to put bins out, the refuse collectors should start a later shift in the day
there we have it just to generate extra revenue is this to pay for wastage and bottled water so they need to generate extra money why not get rid of the pen pushers who dream these things up still suppose they think this is money well spent watch out the bin spies about
I wish Wolverhampton would bring this in. Our doors open straight onto the street and all the bins make the place look very untidy at anytime but then towards collection day when the bins start to over flow rubbish starts to blow around all over the place. Just because people are too lazy to wheel their bins out once a week.

i come from oldbury now living in norfolk and i put my bin out the night before collection day every week.. we have no problems or complaints about it here. what a scam…..
So our rubbish is collect 7.00am so putting your rubbish the night is going to see everybody on our estate will mean we all get finds… dream on Dudley Council. And if you handing out finds for litter you best find you rubbish collection team the paths have more rubbish on the after they have been than before.
Quite right. Why should anyone want to put a bin out on the wrong day? It is unsightly and any responsible adult wouldn’t do it.

So I go fly back to my Middle East job 2 days before bin day. I have no family in this town to help and my neighbours don’t speak English. If these facists think I’m paying a penny for these hairbrain ideas they can stick their fines where the sun don’t shine. I’ll be back in August to put my bin away again.
Where will the madness end?
What happens if someones bin falls over or kids kick it over? Another fine for littering?
So I guess if people decide to dispose of their own rubbish they can ask the council for a tax rebate?

dudley have just come up with another money making scheme if you walk more than a mile a day you will have to pay a shoe leather tax as you are littering the pavement

Oh what a shock the council out to scam more money out of us, so when do they bring in that all companies must give us a payrise to accomodate to pay for all this, council tax going up, road tax going up, mortgage rates going up, everythings going up except OUR WAGES. Putting the bin out last thing at night should be fine, say after 7pm, but some people really take the miuck. I have a neighbour who has their’s out before noon on a Sunday - a full 24 hours before its due to be collected. It sits there, waiting for someone to knock it over (probably me, since it partly blocks my driveway!)
MM 19 you will find thats when they will come round to check after 7 which is acceptable because there will be a lot out then just think of the overtime and unsociable hours pay for the snooper. i wonder what their job description will be lets have some ideas
A bin? pure luxury when do we get ours.This is the same council that has put up 3 sets of traffic lights in Amblecote that makes the start to my journey to work hell.I would be able to put my bag out on the morning if it was not for these damm lights

so im going to be fined for putting out my bin before collection day???.. i work nights sometimes so i miss the collection if i do not put it out on my way to work the night before as when i get home the next morning they have already collected!! so should i just keep the bags in the garden…attract cats and rats… and get fined still for doing this???

Can I Issue a £75 litter ticket to the rubbish collectors who leave rubbish all over the pavement and drive of my property. The bags aren’t split till they get hold of them.

And of course, if the binmen come before we have had the chance to put the bins out, there will be less owrk for them to do.

I got told to make sure the bin was out before 7 for collection yet some days they collects as early as 6 so we were missing out - so what are you to do?? Not put your bin out till morning and risk not getting your bin emptied creating smelly bins or put them out the night beofre and face being fined - the world has gone mad
