Fly-tippers dodge fines

Fly-tippers and litter louts in Walsall are dodging on-the-spot fines of up to £80 after it emerged that more than half of the people caught are refusing to pay.

A staggering 60 per cent of the 1,000-plus fines issued by Walsall Council during the last year have not been paid and bosses have now vowed to name and shame culprits. Fixed penalty notices can now be given to anyone caught fly-tipping, throwing rubbish on the ground, parking illegally on grass verges in hotspots or allowing their pets to foul in a public place.

And it also emerged that fixed penalty notices served on people throwing rubbish must now be backed up by photographic evidence.

But council bosses have warned they are set to toughen up procedures against anyone who does not pay and may even consider introducing higher on-the-spot fines. Judith Sunley, Walsall Council’s head of public protection, said: “We always follow-up on non-payment of fixed penalties and are looking very closely at toughening up our procedures for cracking down on litter louts. These are a vital tool in our armoury in the war against litter louts and we are quite prepared to take legal action against people who do drop litter and refuse to pay a penalty notice.”
