Police interpreters bill hits £2m

Police in the West Midlands spent a record £2 million on interpreters last year to cope with the influx of immigrants to the region.
Language experts were paid £2.02 million – more than double the bill from 2002/3 and the first time the figure has topped the £2 million mark.
They are earning up to £36 per hour by translating police interviews and taking statements.
The figures come less then a week after a chief constable called for more Government cash to cope with problems posed by an influx of migrant workers following the expansion of the European Union.
The Express & Star has also seen a list of rates for the hundreds of interpreters who are called into action by the force.
Between 8am and 8pm Monday to Saturday, translaters are paid £18.50 per hour, with a minimum payment of £55.50.
The force said it has a list of around 370 who were available.
On Sundays and Bank Holidays, the hourly rate jumps to £36.90, with a minimum payment of £110.70. A 12-hour shift would mean a payment of £442.80.
But the force was unable to say how much was spent on victims, suspects, offenders or witnesses.
West Midlands Police spokesman Steve Garey said today: “Costs of interpreting services have risen over the last few years, reflecting the increasing diversity of the communities we serve.
“For example, the recent expansion of the European Union has created a more diverse workforce.
“It’s important to stress this is not just about criminal matters, but an active engagement with both new and established communities about any issues affecting their quality of life.”
The most common languages West Midlands Police officers come across are: Albanian; Arabic; Bengali; Cantonese; Czech; Dutch; French; German; Greek; Gujarati; Hakka; Hindi; Italian; Kurdish; Mandarin; Farsi; Dari; Polish; Punjabi; Pushto; Romanian; Romany; Russian; Serbo-Croatian; Somali; Tamil; Thai; Urdu and Vietnamese.

DEAR GOD!!! and where does that money come from? hang on i am sure i had another £20 in my wallet? it must be working its way around the council offices before they decide which country’s account it ends up in. if people want to live over here then they should learn the language. that money could be put to far better use, ie: health care, schooling, public parks. but apparently spending money on our own comes a long way down the list.

You are now seeing what this party has been saying for some time now, go into Birmingham by the Odeon cinema and visit some of the Human Rights solicitors offices there, i did there were around 60 people in the waiting room all waiting for interpreters, on asking the receptionist does one interpreter sit in for a group of immigrants she said no each immigrant is entitled to an interpreter.
The costs she quoted was even higher than in this blog and this was about six years ago, the receiptionist was disgusted i walked out and didn’t bother with my appointment, just for one morning they were earning thousands just in interpreters.
Did you not notice the Ministers this week have admitted they have no idea if the children even exist that they are paying childs allowance for that is being sent abroad.
I should check if the other £20 is still in your pocket:))

The UK has a reputation for being a soft touch! I came to france as id have enough of all the do gooders in the Uk. Here in france its learn the language, live as they do and if you dont like go back to your own country! and they will tell you that! I agree with them.

Not everyone who needs an interpreter has committed a crime; they may be a witness or a victim. If an individual has to provide their own interpreter, just how precise and truthful will the interpretation be? Why should a witness or a victim pay for their own interpreter?
Yes of course it is a good idea for anyone living here to be able to speak English but even someone proficient enough in normal day to day circumstances may require help when it comes to discussing a crime witnessed etc
Don’t forget that this is a two way thing and if you are unfortunate enough to need the services of an EU police force whilst on holiday or travelling or even retiring somewhere sunny, they either provide an interpreter or an English speaking officer.

Linda, let me tell you how corrupt the system is and how biased the British government is against the British people born here.
A person can come here to the UK, and without having contributed a single penny to any government of any country in the world, be supplied with free food and lodgings, several luxury items, free legal representation, free travel facilities etc.
Now to British people, when I was made redundant, then being a married father of 2 young children with a mortgage to pay, a request for travel assistance to attend a job interview 40 mile away was met with a refusal.
A request to be put on a retraining course to improve my chances of getting another job was met with a refusal, although there were training schemes available for immigrants to the UK.
A short while back I was sacked by my employer and had to take my employer through an Employment Tribunal, yes I won my case, but at an incredible personal cost to myself, £25.000 +, that was the cost of my legal representation at a tribunal, and I had to pay that cost myself, it wasn’t provided free to me like it would be for an immigrant.
Under British Government law, anyone sacked in the UK, has to pay their own legal costs, they cant claim that money back even if they win, they have to pay to prove they are innocent of any wrongdoing.
I contacted my local MP, John Speller and asked why an innocent employee should not be able to claim back their legal expenses if they win at an Employment Tribunal? But he was adamant that an innocent British employee should not receive legal representation.
Now can you understand why the British people are complaining about this corrupt British system? If anyone should get free legal aid it should be the British people who are footing the bill for these criminals.

Its appalling that we allow so many immigrants to enter the UK with out a basic knowledge of OUR language or OUR culture and way of life.
Other European countries make immigrants take exams in their lifestyles and languages.Plus you have to have a trade to bring with you,so that you can be self sufficent.Its time us British stopped being the soft touch of the world.Stop allowing them in,stop making excuses for them being theives and criminals and scroungers,send them back and give OUR tax payers money to us!!

It’s nice to see that others will provide proof of what my party has been saying for a long time, fortunately the public are now beginning to take notice now its hitting them in the pockets.
Linda talks about witness’s or victims let me explain Linda my family lived in Italy if we had a problem we had to go to the British Consul in Florence by the Punta Vecchio, no interpreters were provided for free, want your licence translated pay for it, don’t understand the letters sent to you by government authorities, pay for it to be translated. We also were told several times if you don’t like the way we do things go back to England and it wasn’t said as a joke. The locals were mainly brilliant but they were afraid if they translated wrongly for us it would cause us problems.
As with Jim i requested a college in Walsall if i could go on a training scheme a couple of years ago i was told there were no openings as the vacancies had to go to immigrants first as the college had been ordered to do so.
I have letters from our so called authorities calling me a Walter Mitty character when i made complaints about the amount of illegal immigrants arriving and the problems we were having with smugglers this copy of a statement was made by a senior customs officer in the NISC he has been shown to be corrupt still waiting for some action Mr. Wright MP.
I have been called a racist, a bigot, i live in cloud cuckoo land, i should write for Walt Disney:)) now we are seeing the affects that i taped in 1992/3 on which customs and police officers conversations were recorded showing they were fully aware of the massive frauds going on in England.
Keep up the good work Jim we are at last getting listened to. P/S we can’t have a referendum because i believe as i have been told by a gentleman from the EU community our rights have already been signed away by Bliar when he had the meetings in June or July of this year in which President Brown accompanied him:((
In 1973 i was told by an officer from the DSS that by the time i reached pension age there would be no money in the coffers as they were struggling in 73 so where is the money being borrowed from now?

in any country in the world today you will see these services availble to the vistors of a anothere national country..4 leaders as well as the poor public.the bill should not be a issue,its the hospitality of our country in helping anothere along his rightfull way….thats what we have lost in the big great brittan respect….so please be humble enought to understand natures allhumans…..thanx

Jim in Bearwood, you speak to me as though I am not a UK citizen! I am, so were my parents, grandparents…in fact I can trace my maternal line back to 1689 in Buckinghamshire, so I don’t need any lectures about what UK citizens can and cannot get!
I too over the years have had need to call upon various services and have never had a problem accessing them either here in the Midlands or in London where I lived for 20 years. Perhaps there were good reasons such as your personal suitability for refusing the retraining although I accept that refusing to pay your fare for an interview was unforgivable but please don’t use ‘immigrants’ per se as a reason for them refusing you a fare or a retraining course because it simple isn’t true.
It’s funny what you say about industrial tribunals because my sister was unfairly dismissed 2 years ago. She like you went to an industrial tribunal and she like you won her case. As she won her case all her legal costs were met by her ex-employer under order of the tribunal. She didn’t have to make any payments for legal services up front. So I cannot accept what you say and respectfully suggest that there is perhaps something quite crucial that you are omitting from your story.
Roy Jenkins, what is your party exactly? Don’t be shy when making a party political broadcast. If you want to be taken seriously then lay your cards on the table and tell us just who you represent.
The person at Walsall College may well have told you what you wanted to hear but that doesn’t make it the truth and more fool you for believing blatant lies. The problem is there are too many people who have no wish to face up to the real truths and therefore peddle misinformation and lies in order to scare when there is no reason to do so. The truth is that the more recent immigrants to this country are more likely to be victims of crime rather than the perpetrators of crime but that doesn’t suit your political agenda does it?

Mr. Green senior customs officer with the NISC on tape states “the use of false dual shipping invoices in the UK is rife and that customs companies dept are fully aware of it, Green then gives a detailed description of how these false dual shipping invoices are drawn up and used by companies to avoid English taxes for one, Green names the ICI as one such group that i would find uses them” These several tapes were transcribed by West Midlands police force legal services c/o Chief Constable Crew, And Mr. Huish of West Midlands Customs.
Hundreds of billions of pounds are lost every year through this fraud and money laundering but hey you sound like it doesn’t matter to you because you are wealthy.
I had signed for bundles of documents and tapes of police and customs officers conversations that i handed to three seperate police forces. On tapes it is clearly shown corruption and fraud by police and customs officers, let me tell you Linda i have had more officers suddenly resign than you have had hot dinners.A solicitor who was a duty officer with Warwickshire police force tried to blackmail me with threats this was after he had been given documents of proof of dual false shipping invoices and money laundering. The letters i received from the police on this are going on the party web site but let me say the Discipline unit of Warwickshire police force first claimed one of the officers mentioned was the other side of Stratford on Avon to where i stated he was then they decided he was on the desk as custody sergeant in Rugby.
Linda you should open your eyes to what goes on round you i wasn’t told lies by the Walsall college i could see the immigrants with my own eyes as i was being told i couldn’t have a place.

Chief Executive Richard Broadbent of HM Customs and Excise stated in his letter to me dated March 2003 that “as you are aware customs, the Adjudicator and the Financial Ombudsman have all investigated your allegations against customs officers and there was no substance in them”. I sent Broadbents letter to the Adjudicator requesting copies of their investigation as stated by Broadbent, Dame ?? reply was “we have not nor do not intend to investigate your allegations”. The Parliamentary Ombudsman reoplied “As i have not investigated your allegations the question of substance does not arise it goes without saying i have not been in touch with Broadbent concerning yourself” these are the rough words she used i don’t have the actual documents at my home as my home was burgled in 1998 by either police or customs officers.:))
Richard Broadbent was suspended in 2004 after Justice Rose ordered a full investigaton by West Midlands police into the perjury and contempt of court by customs barristers, solicitors and officers this was the case of Customs v LBC.
Did you know around 800,000 families have lost their homes since 1997 with around a further three million plus in the pipe line, are you aware how many police officers lie in their letters and statements as has been proved. HHJ Rubery issued a court order in October of 2004 ordering a bank/building society to produce evidence of proof of their actions. In court in 2005 they ignored his court order and refused to provide the evidence he ordered them to, when it was pointed out to Rubery they were in contempt of court he said he wasn’t interested then issued a gagging order against me as requested by this bank. Think this is lies or misinformation:)) Lord Justice Ward in his judgment stated “the figures before me do not exist on the banks/building societies records and this matter needs investigating. Lord Justice Longmore in his judgment in his own words confirmed the fact this bank/building society was in contempt of court is unimportant.
I want children to feel safe, i want this Human Rights bill axed as only companies such as Cherie Blairs Matrix company want it to stay. I want youngsters to be able to purchase homes, i want old age people to have the rights they have paid for, i want schools and hospitals to be run by people who care, not just to fill their own pockets.
Let me ask you Linda why would the Cabinet Office, Bliar and Brown refuse to reply to the bundle of documents and tapes handed to them by T. Wright MP, why would Chief Constable Swift of Staffordshire police force threaten to prosecute my party in January of 2007 for making wild and disparate remarks about Swift and others then two weeks later write to tell me he wouldn’t reply to any more of my letters:)) he couldn’t prosecute because it was the truth.
Why has President Bliar, Chief Constable Swift, The Attorney General and Tony Wright MP all refused this parties request that a full and proper investigation be held into David Mills and/or his company for the use of false dual shipping invoices as exposed by Panorama recently, is it because he is the husband of Tessa Jowell who happens to sit in the Cabinet Office that has ignored the tapes and documents of this criminal act that was given to them on my behalf by T. Wright MP?
I could go on Linda but there are thousands of documents going on the party web site which includes a two tape cautioned statement i made at Cannock police station in January of 2000 to DC Daniels, i am still trying to find out which superior ordered Mr. Daniels to drop the case. It was a cautioned statement because of the officers and crimes mentioned on the tapes it was in case i was involved which i wasn’t:))
Why has the Home Office admitted it has lost?? hundreds of documents and tapes it has confirmed it has received yet done nothing about it. Why has Mr. Tiner the Financial Services Authority Chief Executive resigned, did you know he was appointed to the FSA by President Brown who also appointed Chris Rodrigues Chief Executive of the Bradford and Bingley on to the FSA board you should read their backgrounds.
I want to see a fair and just government for the children, grand children and great grandchildren of my country i am sick and tired of seeing the corruption exposed every day yet it is all covered up. Jim is one of the first i have seen who joins in. I see you clearly now but first some observations; I didn’t refer to ‘illegal immigrants’, I referred to ‘immigrants’ but well tried for trying to muddy the waters! Secondly, when you refer to immigrants, can you tell me how you know they are recent immigrants or are perhaps people that have been born here? Is the colour of their skin the giveaway? Do you perhaps get confused by all those from EU countries that are taking ESOL causes in order to be able to converse in English…incidentally, the original topic of this thread! Thirdly, I didn’t call you anything and I certainly didn’t imply you were a racist. You have been hoisted by your own petard Sir!
My children, having been born and bred in their early years, in London are well aware of the benefits of a multi-racial and multi-cultural society that can live in relative harmony. They don’t see being English as a totally inclusive white club for those who proclaim their so called ‘englishness’ through past generations of white protestant males. Truth is, if you have ever done any real family historical research, there are not many of those about! We are a nation of mongrels, have been for centuries. You cannot change that no matter how much you may wish to.
As to not being racist because you have a black nephew…my sister has a son whose father was Indian. She’s just about as racist as you can get and admits to it, so please, your ‘my best friend is black’ card, doesn’t wash with me. Besides, me think he doth protesteth too much!

Linda , I didn’t suggest for one second that you were not a British national, and if it were the case that you were not, to me it wouldn’t make one iota of difference, a persons race doesn’t bother me as my friends and neighbours will tell you, a persons attitude does, but that applies to anyone from anywhere in the world, to me we are all made by one god.
Linda the only thing against me being selected for a retraining course was my nationality, had I been a member of the Ethnic Minorities club there were schemes available for me at the Handsworth Job Centre.
Please don’t suggest that we are playing on a level playing field when it comes to British Nationals and Members of Ethnic Minority groups, and I don’t for one second blame people who come here to live, if I were in their position I would take what I was entitled to, it was all down to the “We Must show that we are not racist by giving special treatment to Ethnic Minorities Group” when I reported to the Race Relations board that housing was being built in Stony Lane Smethwick, specifically for Ethnic Minorities, I was told that they were a special case and it wasn’t a racist act.
Can I suggest that as your such an intelligent British subject you actually do your research and this time come back with the true facts relating to the rules regarding an Employment Tribunal, my Tribunal case took in excess of 4 years to complete, so I know it chapter and verse, please don’t call me a liar when I say that a person employing a legal team to represent them at an Employment Tribunal has to pay their own legal costs, if it can be proved that the other side has been deliberately malicious in their actions, then and only then its possible that an award may possibly be made up to a an absolute maximum of £10,000, the problem is that it would probably cost another £10,000, to prove malicious practice by the other side.
This is an “Employment Tribunal”, not a “Court of Law” where you can claim costs back if you win your case.
Initially the Employment Tribunal system was devised to allow the person who was sacked and a member of the company to come together before a bench and to state their case, it was never intended that legal representatives should be involved, that’s why no provision is made to award legal costs at an Employment Tribunal.
Linda if you still unable to comprehend the true facts, try asking John Speller MP, why an innocent employee is unable to claim back legal costs incurred at an Employment Tribunal, I did and his answer was, the system is a good and fair system and works well, and you cant claim your legal costs back because it was never set up for the legal profession to be involved in proceedings, please don’t call me a liar just because your illiterate of the laws of an Employment Tribunal in the UK.

The conspiricy theories of mine you claim are not even amusing is the one correct thing you have said. Unfortunately they are not theories but facts and they have cost this country England billions every year which could have been put to good use towards special neds schools etc.

roy, you have at least made me laugh. I left the labour party when Blair became leader. You could say I saw the writing on the wall! I am to the left of old labour and nothing to do with noo labour at all! I work at home as a tax consultant combining caring for my mother and partner, both of whom are disabled. I did do research but haven’t for at least 13 years! I belong to no political party and have no political affiliations. I’m just an ordinary member of the public. You however are campaigning for your own crew!
Fact: there was/is no fraud squad in the IR or the HMRC. HMRC is not headed by a Chief Executive but a Chairman of the Board. HMRC is not an agency, it is a department.
Fact: go through Jim’s post; he doesn’t ask me any questions! Not one! He offers me sources and advice but he asks no questions that are pertinent to the original article.
As to not answering your questions, I didn’t see any that were pertinent to the original article or any that were actually worth answering (and I don’t mean that in a nasty way because I suspect any questions that you do have are rhetorical because you are not interested in listening to another viewpoint.) This thread is about people needing interpreters when coming into contact with the police. It is not about your various conspiracy theories for which I have no time for and are totally irrelevant to the original article.
I should make it clear that my reference to professionals was meant in respect of your conspiracy theories and possible delusions of being at the centre of it all. Your further remarks about casting me as a researcher blaitie mole merely adds weight to what I thought. You see ’something’ at every turn when in fact there is nothing to see.
Same goes for Jim. My sister had her costs awarded against her ex-employer. At the final hearing she had a barrister with her as well as two solicitors (and me) who had been with her from the start. I have no need to lie, or to make up stories. Surely though Jim, it strikes me that you have been poorly served by the legal profession who obviously didn’t advise you properly. If costs are going to escalate and go beyond that for which proper compensation can be awarded, they should have told you, so that you could make the right choices. If they did tell you and you continued in the same vein then you only have yourself to blame however, if they didn’t advise you then I suggest a complaint to the appropriate authority.

PS: This discussion has become so far removed from the original article that it isn’t worth continuing because there is no focus anymore and for intelligent well meaning debate there needs to be a focus. However I shall look forward to ‘meeting’ Jim and Roy elsewhere on this site!

Well what can I say after all the comments above? What a debate! Anyway firstly can I say I now understand why everytime I go past Green Lane Police Station there’s always quite a few police cars sitting there. They obviously can’t afford to send police officers out to catch criminals because of all the costs for Interpreters. I know for a fact that in Spain the kids have to learn the lingo. I appreciate the fact that some people in other countries suffer through war, etc but how many other countries are there that are closer to them who would help? Why travel so many thousands of miles to us if not through any other reason then we are such a push over? I agree that we should help people but at what cost? Where do we draw the line? Do we carry on sacrificing the needs of the people who are already here? I try my best not to be racist or anything close to that, but these days I find it more and more difficult as I feel our own countrys peoples needs are being abused. Sorry but I have to agree with Jim and Roy and I will be checking out the website. Congratulations to all those who voted for Labour! I hope you’re happy with the way this Country is being run!
