The crisis-hit £55 million Public arts centre could be open by late spring next year.
Builders are due back in next month to complete its construction, seven months after work was stopped because of financial problems.
A firm of specialist contractors have been appointed to complete the work on the arts centre with councillors promising it will still bring culture, art and learning to West Bromwich.
Cabinet member for regeneration Councillor Bob Badham said he was very pleased that things were moving again on the scheme after it went into administration in March.
And he said that once the builders were back on site it was hoped that the work would be completed as soon as possible, and the centre open to the public early next year.
He emphasised that appointment of the ISG company, which had worked on the BBC Mailbox, the National Tennis Centre and the redevelopment of Doncaster Racecourse, was good news for the town and the borough.
“The council is talking to a number of different organisations about their potential occupation of parts of the building and there is a lot of interest,” he said.
And he confirmed that the intention of the council was to retain the original cultural and artistic vision of the project.
